Can anyone describe to me how to use this library supla-espressif-esp https://github.com/SUPLA/supla-espressif-esp ?
How can use it to make files or esp-arduino code?

You cannot use these sources in ArduinoIDE. For ArduinoIDE there is a dedicated library https://github.com/SUPLA/arduino/tree/develop.
