Even supla-dev on the same raspberry does not want to connect ?

You are doing something wrong. Lets do it again.
1. stop supla-server
2. export LD_LIBRARY_PATH=/usr/lib/supla-server
3. /usr/sbin/supla-server -D
4. open second tty, and bring printout: lsof -P -T -p PID_OF_SUPLA-SERVER
pid you can get typing: pgrep supla-server
1. stop supla-server

did you already try with bash script?
eg.
echo -e "#!/bin/bash \nexport LD_LIBRARY_PATH=/usr/lib/supla-server \n/usr/sbin/supla-server -D" >> /home/pi/supla-server_debug.sh
chmod +x /home/pi/supla-server_debug.sh
You set the library for pi user, but app is starting as supla
eg.

When I scan the local IP with nmap, I only get this:

I have just tested the current RPI image and the port 2015 and 2016 only show up in nmap when running the server in debug mode, despite the ssl errors

3. Open web browser and type IP address of raspberry
4. Sign in
5. Send to me screenshot of "IO Devices" tab.
